It's phrased in the same way as last year's <a href="http://thomas.loc.gov/cgi-bin/query/F?c109:2:./temp/~c109nRc8az:e4597:">S.2349</a>, which apparently wasn't reconciled between Senate and House.<br /><br />It's all one piece of legislation, not a Senate resolution. It appears that last year's failure to pass S.2349 in the House meant that the new Senate Rule XLIV was NOT adopted (see the <a href="http://rules.senate.gov/senaterules/">Senate Rules</a>, despite the fact that <a href="http://en.wikipedia.org/wiki/Standing_Rules_of_the_United_States_Senate">Wikipedia</a> gets it wrong.<br /><br />As for <i>why</i> they did it this way, I have no clue. Maybe to put pressure on the House to adopt the changes to the USC?
